Combine baking powder, salt, and black pepper together in a small bowl then toss the wings until fully and evenly coated.
Spread wings onto the prepared baking sheet then bake.
Melt butter over medium heat in a small saute pan then add the minced garlic. Remove from heat, and stir in black pepper, salt, half the parmesan, and lemon zest.
Toss wings in a large bowl and pour the sauce on top. Toss to evenly coat. Sprinkle with parsley and remaining parmesan.
